"... to inquire and report as to whether the Tay Bridge should be rebuilt on its present position..."

The Committee recommended that it should be rebuilt on the present site of the bridge and made several suggestions aimed at ensuring the safety of the new bridge. They rejected the Bill under examination as they felt the new scheme should be approved by at least three independent and experienced engineers.
